Am I correct in thinking that you can only make apps view only in the business plan?
We are a small company and the jump between Teams and Business is unaffordable for us.
We don’t really need any of the additional features over the free version, other than the “view only” option for users.
Is there a workaround for this?

You’re correct that permissions restrictions are only available on the Business plan or higher.
Unfortunately, there's no workaround for this. In order to make an app view-only for some users, you'll need to upgrade to the Business plan.
