I'm confused about Retool's pricing. Can someone simplify it for me?

Why does Retool charge the same price for self-hosted and cloud-hosted plans?

Let’s say I want to create a simple app with self-hosted login features. It seems like I’d need to buy the Business plan, which costs as much per user per month as many average apps cost annually. Is there any more affordable way to do this?
