~ (tilde) not accepted in email address

This issue was found when upgrading from 3.48 to 3.99.

The "~" (tilde) character is no longer accepted in email addresses even when logging in to an existing user, resulting to the affected addresses having to be manually edited in the database.

However this is a perfectly acceptable character in email addresses under RFC 5322. Therefore this is a regression issue.

I'm sorry you had to resource to manually editing all emails in the database, that must have been tedious. I was able to reproduce this on 3.75-stable and created a bug report for it. This is not happening on 3.52-stable, in case we want to downgrade until the issue is fixed.
