Queries not working for public links

We have an app that is a long order form that uses both a local retool DB and an Oracle APEX DB.

In testing/when we are logged in, things like drop down boxes pull items from these tables but when we show a public link, we get zero options - this is for both the Oracle 3rd Party DB and the retool DB - is this a permissions issue?

All aspects of the app need to be public, so if you happen to use modules, those also need to be made publicly available if those modules call ReTool Resources / DBs.
