How to change a users role? Is this possible in Teams plan?

Hi,
currently we recognized the problem that every user in our TEAM-plan seems to be a Creator (or Admin). This means that every user is able to EDIT the apps, as it seems not possible to prevent the basic header with the "Edit App"-button.
Is it really possible that within the TEAM-plan the admin cannot prevent users from editing the apps?
We are really happy with the possibilities of the TEAM-plan, but this behavior seems strange.
This way we cannot guarantee that our number of licensed user accounts is correct. What if we pay for 1 standard and 10 end users, but our end users cannot be prevented from editing the app?
Does anyone know how to solve this issue? Best solution would be to prevent the users from editing mode, or?

Organizations on a Team plan aren't able to specify individual user permissions, meaning everybody in the org is technically able to act as an editor. During a given pay period, any discrepancies between the actual and planned number of editors will will be reconciled via invoice.

We've received a fair bit of feedback on this particular aspect of the pricing model, which we're continuously evaluating, and I'll add your comments to that internal discussion!
