Could not invite 1 user because they have been disabled

I get this message.

We are subscribed for the Business version.

I am admin.

I cannot add my colleague.

She is not listed under "all users". Don't know how or why she is disabled. No way to re-enable her. Can add new other users. Just not her.

Please help.
