My gold is to create a "Request form" that is easy to use and replace e-mails.
Row action is only available when hovering over a row. I whant the user to see that it is there without need to hover over the rows
Is there a way to show Row action options permanently?

Instead of a row action, you could try adding a button column to the table that does the same thing.
. only thing i could think of was trying to reorder columns so the one with the button is always visible. i kinda wonder if some custom css could lift the button up (z-axis) from the last column and translate it around
