Issue: When I create the ListView, it is populated with containers. Unlike usual containers, I cannot remove the header.

No option to remove the header when inside ListView :

From your screenshot, it looks like container8 doesn’t have any add-ons, but the header is still appearing—I'm not sure why. This could be due to a version issue or possibly a cache issue.
If it’s a cache issue, could you please try a hard refresh of the tab and check again?
On my end, I tested this in the cloud Retool app and didn’t encounter the issue. I’ve also shared a screenshot for your reference.
