Borders on Nested Containers not Showing on Export

I see that this issue seemed to have been resolved here but i'm still seeing it. I see the borders as expected in edit and preview but not on export.

I'm using this for the pdf export
utils.downloadPage("Test Report", { componentsToExclude: ["button1"] });
