The Modal and Drawer elements are not modal. If they are on the screen, it is still possible to interact with the elements underneath them.

For the modal frame & drawer, could you opt to use this option? 'Close when clicking outside' makes it so that clicking outside of the frame closes the modal instead of triggering some other action. It looks like it also disables tooltips & other hover events
We had a request on file to add an option to disable interacting with components behind the legacy modal, but it hasn't made it on to our current roadmap. There's another workaround described here: Modal background behind modal and disable everything behind - #14
