You can use custom cell tooltip on particular column

This is a bug that has been going for a while, what usually works is you set a cell tooltip it disappears. You click back out of the cell setting, come back to it again and set it which should work for both Overflow or Custom options.
For whatever reason it doesn't stick the first time around
