I'm not exactly sure why that error is showing up, but there's a reliable workaround that has worked well for me. I faced a similar issue when trying to import pages from other apps into my main app and encountered the same error.
What worked for me was exporting the original app as a JSON file and then re-importing it into my workspace. After doing that, I was able to successfully import pages into my main app without any issues.
You can try exporting your current app as a JSON file, re-import it into your organization, and then proceed with converting it to a multi-page app.

Are you self hosted? If so, what version of Retool are you using?
Did you get a chance to try @WidleStudioLLP's suggestion? It seems that they are assuming you are trying to "import" a single page app into an existing multipage app. But your screen shot suggests that you have a single page app you are looking to convert and not import 
It could still be useful to duplicate/copy the app in Retool and then try converting to multipage.
