I am using on-prem 3.284.0 with DevOps source control; since upgrading to this version I have noticed that often I will do a commit but no pull request window appears. No error is thrown, and no indication is given that there is an issue.

That is odd. Are you saying the popup in the bottom left does not appear or the modal in the middle does not appear?
Which source control tool are you using? GitHub, GitLab or another?

Are you able to see any activity on the github or source control provider side when you do a commit?
