This may have overlap with where users have seen this issue using Microsoft SQL directly (Problems with SQL Server connection. Server requires encryption), rather than through an Azure SQL Managed instance. In these cases, enabling the "Use SSL/TLS" checkbox on the resource setup page has often helped!
