Is there any way to have all users force refreshed when a new version is published?

This isn't currently possible and likely won't be implemented, as forcing a client refresh could potentially cause data loss. We have discussed pushing out a global notification, however, that would tell users that their client is out of sync and prompt them to refresh after saving their work.
