It looks like your question was already answered in this thread but just want to confirm here as well:
Typically you'll want to add the users to your org in order for them to be able to interact with your apps. We have some docs on user permissions here along with some best practices here. Currently, user permissions are a feature of the Business/Enterprise plans however, on other plans users will always have edit access to your apps.
