Do Retool support the use of Always Encrypted?
In case of a desktop application, I just need to install a column master key in a local key store. Can someone suggest a method?

We have a Feature Request for this internally, I added your +1 to it.
The workaround from our customer was to use a Javascript library to encrypt, rather than use the Always Encrypt feature for now. I have not tested that personally, but it may be worth it to give it a shot.
We'll let you know here when there are any updates on this feature.
