In the query library I could not run the same query on multiple environments for REST API resource. When I change from one environment to another URL in Rest API client is not updated... If I go to application that use the same query then it works fine there...

Thanks for surfacing this, it looks like it's a bug on our end, and a ticket for it was filed today. I can let you know here when there's a fix!
In the meantime, are you able to do sufficient testing through your app? If not, let me know more about your use case and I can investigate workarounds with you if that would be helpful.
