I might be missing how to do it, but it doesn't look like you can paste in a comma separated list into the Invite Users window anymore from Settings.
There used to be a bulk invite option that would allow this before 3.52-stable.
You can invite multiple people at once, but they need to be typed/pasted in individually which will be time consuming with a list of 200 users.

As a stopgap solution, you could run a script to loop through the users and hit the invite user endpoint.

Hey @Jay_Walters, great news, this has been fixed! 
You can now paste a comma-separated list of emails directly into the Invite Users modal and it will parse and send the invites in one go.
