I have an app that reads NFC works fine on Android and appears to read NFC on IOS but the Capture Event isn't firing. Tag type: ISO 7816 tag data: text. The mobile device can read the tag using NFC tools app.

For iOS, make sure to locate the tag near the camera (iOS NFC reader is on top of the device).
Don't have ISO 7816 with me but I can order few to test it out as well !

I'm able to read the tag with a number of different apps on IoS.
I'm very well versed in the vagaries of NFC even having to remove bump case just to read some obstinate tag. It reads the tag but the "Capture Event" doesn't fire.
BTW this is the go to app on both Android & IoS I use for NFC as sometimes I have to re-write a tag NFC Tools on the App Store
@james.lee have you had chance to test the ISO 7816 tags you ordered?
I have client meeting on Thursday would love to say there was some progress.

I was able to find the root cause of interacting with ISO 7816 !
However, this fix will be going out next mobile release (next Wednesday)
