This is a security question. If my ENCRYPTION_KEY were to be compromised, is the data in the resources table still safe? or it possible to decrypt it using simple scripting?

It technically is possible for the application database to be decrypted in this manner, which is why we recommend rotating your key if you ever suspect that it has been compromised.
