I have created an application related to a workflow that contains a UserTask block.
This application can't access the {{urlparams.hash.userTaskId}} variable so I can't do anything with the task. It seems like a bug because I have other applications for other workflows that have access to this variable.
Is the only way to build a new workflow from scratch?

The variable that you're referring to and trying to access is contained in the URL - it's not something that the app otherwise knows about. One example of such a URL is the userTaskLink that gets returned when you query user task data:
