It would be very nice if label would be also showing when row action is disabled if you hover on it.
It works on overflow row actions, but not on "normal" row action.

Interesting find! I just tested it out and you are correct, overflow row actions do have their label name appear on hover even when disabled, while non-overflow items just have the circle with a line through it.
I can definitely make this feature request to our UI team, it would be useful to be able to read a button's label even if it is disabled.
