Query Library visible/available only to Admin permission group? (team plan)

We have team plan, and we noticed something odd with Query Library.
user A, with 'All Users' only, able to see Query Library and edit queries within.
user B, with 'All Users' only, NOT able to see Query Library and edit queries within. Though user B via roundable way manage to get into a query in Query Library, but still not permission to edit.
After adding user B as 'Admin', user B could see everything user A could. Removing 'Admin' from user B afterwards reverts back to user B not having access to Query Library.
Thoughts or we are missing something here? Thanks!
